Allen Goins is a Consultant with Asset Performance Networks, based out of the company’s office in Houston, Texas. Allen joined the company after serving as a Submarine Line Officer in the U.S. Navy, where he gained experience leading teams in the execution of large-scale maintenance events and operations vital to national security. Allen’s efforts led to improvements in maintenance execution efficiency and ship reliability.
Onboard the USS Oklahoma City, Allen managed the quality assurance program on a $2 billion nuclear-powered fast attack submarine. In support of this program, he led and trained a 13-person auxiliary mechanical division, and provided additional training to the crew of 150 personnel. Allen also analyzed work packages, audits, and work surveillances from previous maintenance efforts to identify gaps in planning and opportunities to remove wasted labor hours. His efforts improved the efficiency and quality of submarine-wide maintenance practices, and contributed to the prevention of rework during future maintenance events.
In an earlier role aboard the USS Oklahoma City, Allen led a six-person division in the completion of multiple submarine safety maintenance items. In doing so, he directly contributed to the first on-schedule completion of continuous maintenance in several years for any submarine stationed in Guam. Prior to this, Allen planned, coordinated, and led the U.S. Navy’s largest nuclear division to complete dry docking maintenance on schedule and $4 million under budget, thereby achieving the most successful large-scale maintenance event Navy-wide in 2016.
Allen holds a bachelor’s degree in Mechanical Engineering from the U.S. Naval Academy, and has completed graduate-level coursework in engineering.
