The 2006 Turnaround Industry Network Conference (TINC) was held on June 19th, 20th, and 21st, 2006 at South Shore Harbour Conference Center in League City, Texas. TINC has evolved into one of the industry's premier conferences for turnaround professionals. In addition to the traditional owner presentations and case studies, this year's conference provided participants with the opportunity to engage in extensive and detailed breakout session discussions with other industry peers. This year's breakout sessions focused on emerging best practice discussions on Facility Siting, Contracting and Resource Availability, Planning Packages, Estimating and Productivity, Schedule Discipline, Operations Planning, and Organization models. TINC 2006 included a special attendee survey that allowed organizations to benchmark themselves against industry-wide best practices.

THE PROGRAM

The theme for TINC 2006 was "Breaking the Barriers of Traditional Learning". Keynote speaker Joe Gandolfo, Turnaround Director - Americas, Shell Oil, challenged the conference attendees to evolve the traditional learning paradigm towards a more systemic, double loop learning model. Joe showed why it is a critical condition for establishing sustainable excellence within a complex organization. Other presentations included the following:

  • ConocoPhillips outlined innovative techniques recently deployed in response facility siting changes and how industry collaboration accelerated the ultimate solution.
  • Shell provided an overview on contract strategies relative to recent shifts in craftsman availability.

  • AP Networks shared examples of industry best practices, and showed how benchmarking key performance indices drives focused improvement within an organization. Additionally, AP Networks demonstrated new risk assessment tools and techniques that can lead to more effective management and lower risk turnarounds.
  • Chevron shared their schedule development practices on how to achieve an effective balance of schedule detail along with a presentation on how they are able to integrate capital projects into their turnaround planning system.
  • Flint Hills Resources teamed up with AP Networks and made a joint presentation into the depths of planning assumptions, productivity considerations, and job packaging.
