Senior Consultant - Major Capital Projects
William L. (Larry) Robey

Larry Robey is a Senior Consultant in AP-Networks Houston Office.  Larry has over 29 years in professional and management roles and as an independent consultant for large energy companies.  During his early career with E&P companies Cabot, Superior and British Petroleum, Larry gained experience on a variety of commercial oil and gas matters.  He participated in major oil & gas and pipeline acquisitions, international exploration and development joint ventures and property divestitures.  For BP Exploration, Larry served as the in-country commercial manager for a large joint venture oil and gas development in British Columbia, Canada.

Later in his career, Larry gained experience with CRSS Capital, now known as Suez Power, as a project developer. He has traveled extensively in the Middle East and Saudi Arabia identifying and assessing potential power development opportunities and the regulatory and market environment. Larry has extensive experience in evaluating and managing the risks for large capital projects. Since joining AP-Networks, Larry has specialized in implementing project reviews (PECA) for mega-projects. This has involved assessing both the readiness and risks and developing effective mitigation strategies.

Larry holds a Bachelor of Science degree in Civil Engineering from Rice University, Houston, Texas.
