Frank W. Pickell is a Subject Matter Expert with Asset Performance Networks. He leverages more than 30 years of industry experience to aid clients in understanding their readiness for large project and turnaround events.
Before joining AP-Networks, Frank held numerous leadership positions at Amoco, BP, Vercipia Biofuels, and most recently Commonwealth Engineering & Construction. In these roles, Frank was intimately involved with large-scale project management and turnarounds, environmental permitting and regulations, and process operations & maintenance. As the Manager of Projects at a major Gulf Coast refinery, Frank was instrumental in securing employee buy-in to a site-wide safety culture and reducing OSHA recordable injury rate from 5.0 to less than .5 in a three-month period, earning a corporate Chairman’s Safety Award in the process.
Frank has developed technology resulting in three U.S. Patents: Hydrotreating Process to Minimize Catalyst Slumping, Furnace for Oil Refineries and Petrochemical Plants, and Method for Combusting Fuel in a Fired Heater. The innovations realized in these patents have amounted to more than US $10 million in savings and have achieved substantial environmental benefits.
Frank holds a bachelor’s degree in Civil Engineering and a master’s degree in Civil Engineering, Specialty Construction & Project Management from Oklahoma State University. He has completed postgraduate studies in Civil and Geological Engineering at the University of Houston. Frank is also a member of the American Society of Civil Engineers, and a graduate of the BP Projects Academy, offered in conjunction with MIT.
